Toyota rav4 not starting no crank.

My 2017 Toyota Rav4 won't crank, start, or make any noise. I've tried jumping, replacing with a good battery, and even used my OBDII to check the voltage. Still won't do anything. I checked every fuse under the hood, moved around relays to check if one was bad, and jiggled the shifter and moved the neutral to check the safety switch. The Rav4 computer only lets the oxygen sensor play a role after the engine is at normal operating temperature. A bad oxygen sensor should not cause a no spark situation.

The fog lights draw way too much power and should only be connected directly to the battery. Eliminate the obvious and check the fuses again.
