I don't know for sure about this info but I heard a few weeks ago from a local biker mechanic about this combo ''Pro R Hypercharge W/ Vance and Hines Big Shots" and a performance near to 69HP. Obviusly with some time spent in Dyno and a few $$$$ for tunning.
The 1300 gets a little better fuel mileage but very marginal. The two sound pretty different. The 1800 has a dual-pin crank and the 1300 has a single pin. The 1300 will sound more HD-like but the theory was that the 1800 would be smoother.

I know the 1300 starts out with 52 hp at the rear wheel, I have done the air box mod and drilled the pipes for a gain of 5 hp ( at the rear wheel). I see that JP Cycle has a set of plug wire advertised for the 1300's & 1800's and they boast a 12 hp gain after dyno tested! Most wire set state a hp gain of 2-3 hp gain.

Running with the choke out to "run it a little rich" is NOT the way to resolve this issue. The "Choke" WILL foul out your plugs eventually. Adjust the A/F Screw about 1/4 to 1/2 turn Out, this will resolve the Lean Issue.
