I've seen Fugu only show up on Dazzle Beach when it's raining, gonna try this for Walleye but as there's no actual fishing spots so it may be a bug. You can move the teleporter over to that side. It should appear anytime between midnight and 11am. It should appear just south of the center point of the Sunlit Plateau near the river (just north of the orb pillar). So if you've got any houses or decor there it may not spawn correctly.
