It won't move up again until I move it down after which i can incrementally move it up until it closes.

Here are the relevant pages from the factory service manual. There is a fuse box under the hood on the driver's side (with spare fuses in the lid) and another in the driver's side under dash. Both covers have legends on them describing the fuses.So until the passenger window is "reset" such that the computer knows the difference between real obstruction and something in the way before the window is supposed to reach it's limit, it will not let the driver control it.
