Horses are so unimaginably broken that I cannot think of a reasonable way to make them balanced for pvp without outright removing them. In a pvp situation if the enemy has a horse and you dont you instantly lose, if you both have horses its whoever is the one chasing, if neither of you do congratulations, you might have an actual interesting fight.In order to ride a horse in Conan Exiles, you must first find a foal in the game world.
