If air passes through the PTO elbow your inner PTO seal is leaking. There are varying degrees of inner seal leaking, slow leak means it hasn't failed completely but you are on borrowed time. Sounds like they didn't renew their security certificate. I'm guessing someone dropped the ball and forgot to renew it, or it did get renewed and they forgot to upload the new security cert to the domain.
