I went to the Midden Dark. Found the Incident report and key. Examined the glove. No quest started. I don't see anything in my list (not even my miscellaneous quests) related to it. As a test I went up to the Arcaneum and I can open the chest and the rings appear to be in there but again, no quest steps seem to be progressing.
