spawn in muldraugh, go to the highway (the one next to the big warehouse, police station, bank etc) and follow it down, just keep going and going until you reach the second intersection then go up then go left on the first street you see left side and you will see it, bunch of houses there, good if youre trying to find barricaded homes

All 40 apartments seem to have spawned survivor loot as each one has multiple guns and ammo boxes, melee weapons, food and more. Did I just win the RNG lottery?
