I live in TX, and mornings aren't necessarily cold and I'm not sure why it's called a 'cold start' but I think I have it with my car (2007 Honda civic eX). The whining noise goes away around 10 mins of driving..The noise is usually more noticeable when the engine is warm. Probable cause. The old one wwas making a whining noise when cold. The new one is still make more noise than normal.
