No set screw on the brass adapter. Seems like delta has a few styles of them that all look similar. I’ve tried unscrewing it but it seems pretty set on there and I get the feeling I might damage something if I try harder. Unfortunately that plastic piece has a 1 inch nipple, so it won’t fit into the new spout, which has a 1/2 female connection.

The spout pipe shouldn't hold any water. Maybe that pipe is tipping up and pooled water drips? Does it drip all the time? If yes, leak is from worn valve seals. The delta adapter has a set screw as you found out. Inside the adapter is a o ring, though the brass looks new enough. Tip of the pipe should be sanded very smooth.
