Empire infantry is tanky and easily replenished, so a good middle ground. Valandian units in general will lose in a straight up fight against a similar army but they are versatile as hell. Khuzait infantry have large shields and seem to be more specialized toward anti-calvalry, they don't do too hot against other infantry though in my experience.
