Yes, if it's not the camera shutter, then it might be the camera switching to night mode (or vice versa). You might even see the infrared illuminator turn on as well. To be clear, after that switch, the camera is still not recording. It's just getting ready to record in the low-light mode. So it's behaving as intended.
