I've also found it can be caused by the idle screw being set too low, causing the bike to run rich at idle. Found that the gray wire on the ignition switch only had 1 volt on it. Took the ignition switch apart and found resistor had broken and appeared to be making intermittent contact.

1. Remove heavy cable that runs to starter from start solenoid. 2. Key on, push start button and pump should run. Maybe change fuel filter while you are in there. Fuel pump only runs if engine or starter are running. On my 01, the fuel pump comes on as soon as the key is turned.
