Increase difficulty to 1 to get 120 max, click maximum difficulty to get to 150 max. There is a dino count slider, make sure it's at 1. Then dino wipe and that should get you higher levels and get everything to respawn. If you tick the Hardcore box in the server settings it will increase the max Dino level to 150.
